Riis used photos in newspapers and magazines to expose the problems facing immigrants in New York City including high crime, tenement houses, sweatshops, as well as health issues. People who wanted to see reforms in society to resolve these issues were called reformers. Muckrakers is the term applied to journalist who exposed the problems of society. Teddy Roosevelt worked with Riis to reduce crime in New York and he refereed to Jacob A. Riis as "the most useful citizen of New York".
Jane Addams was another reformer in Chicago who opened Hull House, the first settlement house, in 1889. Settlement houses wanted to help close the gap between how the rich and poor lived.
